Mars is Placed in the 7th house with 7th Lord in the 7th house , asper South Indian Classics Mars and Jupiter are enemy and hence the public opinion for the scheme may not be good . Mars is Placed in the Yama of Leo  and in 6/8 axis with the Mars in the event chart in Pisces. Mars is Placed in the 12th house asper the Event chart and will bring losses al round. Unfortunately the Hora of Mars is also Running at the time of the announcement and Navamsha of the Capricorn a malefic sign and a Prishtodayo sign having Mars placed in it . Moon is also Debilitated and Placed in a Gandantha Nakshatra which is Ferrous and Drone. Asper Panchak Rahita Viddhi it is Agni Panchak  and hence riots and Protests against the Govt. Scheme All these parameters are extremely malefic for any Success in the Scheme.

There will be no success and realization of the scheme when Lord of the sign Venus  where the Lagna Lord Mercury is placed in the 8th house with Rahu.

The Following Parameters acquire important dimension

UL     Virgo strength   442   Has aspect of Jupiter and Mars. Aspect of Jupiter is good but aspect of Mars spoils the show

AL     Capricorn strength  370  Has  no aspect of benefics  and Saturn will fall in this signafter the 12th July 2022 will be most enigmatic

CR     Sagittarius strength  478  No aspect of benefics and when Mars goes in the Sign Taurus will aspect his sign and will be most explosive after the 10th August 2022

AL and CR do not have aspect of benefics and specially Jupiter , hence possibility of the Success in the Scheme is very Poor 

CR is in the 12th from the AL Expected Matter will not fructify and due to this parameter there will be no peace in the Country and tere will be Protests by the Unemployed Youth and the Opposition.

Malefics in the 8th house and the 8th Lord stronger then the 6th Lord and the 6th Lord stronger then the Lagna Lord is the most critical parameter in the event chart. As per Rashi Tula navamsha Mercury the Lagna Lord and the 10th Lord id Placed with Moon in the sign Aquarius and both in the 6th house of the Rashi Chart hence no success at all. In the Navamsha the 6th and the 8th Lord are strong  of the Rashi chart is the most enigmatic parameter specially when Mercury has least strength. 

Mercury the Lagna Lord and the 10th Lord has the least strength in the event chart.
