Have a Look at the chart below I don’t have the exact birth details but as per declination since the native is running the 24th year the Planets Venus and Jupiter come into play and more so Jupiter who is Debilitated in the Chart   and if there is Neecha Bhag Raj yoga  He will get scot free after initial Anguish and Pain

Have a Look at the  chart below with  Moon Sign Aries below of the 13th Nov. 1997

 Since he is running the 24th Year of his life the 2 Planets which come in play are Jupiter and Venus .The Native has Neecha Bhang Rajyoga due to the Following parameters 

1. Exchange between Jupiter and Saturn
2. Moon in the Kendra from Debilitated Jupiter who is also the Exhaltation Lord of Jupiter

7. The Effect of Jupiter is more prevalent since Debilitated   in the natal  Chart and In Transit in most afflicted condition Retrograde, Debilitated and Fallen and in Navamsha in Rahu-Ketu Axis  and Mercury and Jupiter Both Badly afflicted in the Virgo Navamsha with Ketu 
8. He May get some relief only after 18th Oct 2021 and more so after the 30th Oct. 2021 . 11. Moon is in Kendra but Lagnesh is not in the Kendra 
12. Malefic Moon in the 10th House favours the opponent

SUCCESS IN APPEAL OR NOT 

3rd Lord indicates success in appeal therefore Saturn and Planets in the 3rd house  Jupiter  or Nakshatra Lord of the 3rd Lord Moon  or sign Lord of the 3rd Lord in Navamsha Mars  re3lated with 6/11 house  and their Lords  there will be success in appeal. Here Saturn Jupiter Moon and Mars are not connected to the 6th and the 11th Lord  Venus of the Navamsha chart but  Mars is the 6th and Placed in the 11th house can  give success in appeal  it so seems  but with lot of difficulty
